the Evansville Central Library, Ray Irvin, INDOT Director of Greenways & Bikeways, presented information
on the Statewide Greenway Plan which was started in 2006. Ray Irvin served on Indy City Council for
16 years and developed the Monon Trail in Marion & Hamilton counties.

1. Quality of Life Issue: Ray Irvin discussed the
new industry (Retirement of Baby Boomers) and how IN has the quality
of life retirees are desiring (affordable place to retire, good
medical facilities, continuing education, art & culture, & bicycle routes).
2. Connectivity: He
discussed the Connectivity that is needed between communities including the possibility of bicycling to every county seat.
3. Sustainability: There has to be a way to provide funds for upkeep of
trails. Building infrastructure underneath is one
way. This could be sewer, ethanol, fiber optics, water
lines, etc. Utilities pay a small fee and service road over the utility is the trail.
4. Property Tax Impact: Monon Trail increased property
values of homes along trail by 204 million.
5. Cost & Timeline of Statewide Project:
2000 miles of trail… 457 million or roughly 2/3’s
of cost of new Colts Stadium. Timeline is likely 10 years but that would depend largely on the funding.
6. Solution
to Vandalism on Trails – In Indy, he worked with courts to require those who needed to do Community Service to assist with the Trail cleanup.
